W2 only prints one

The 2up W2 is only printing on one of the W2 forms per page. But there are 2forms per page. What is wrong? And how do I fix it. I've tried it with the defaults and without them, but it still only prints the top form on each page. I am unsure if it is because I am in Illinois or what? Help???!!!!
