Box 1 Wages and tips and other compensation does not match box 16 State wages tips etc.
We have one employee who was exempt from taxes on both federal and the state level and no totals printed out on the w-2 form. Is this normal?

If you have employees marked as exempt from taxes the figures would be different. And if all their wages were exempt, there would be nothing to report.
