Build 20.0.19 not accepting tax table update

Hi Paul,

Perhaps I missed an announcement, but Build 20.0.19 insists there is an update to the tax tables yet downloading and running the pwtaxsetup.exe does not seem to satisfy the program. Checking for updates after running the tax update indicates (there is still) a tax table update, and here we go again.
