Federal witholding

I have used this program for 30 years but federal tax is not being withheld since 2022 install, What did I do wrong

I used the new W-4 form for my employees. Two employees were electing to take an additional amount out in Federal. I have changed both employees W-4 deduction amount. It is still not withholding the correct amount. I compared the last pay to today's and the withholding did not change.
