Why does my quarterly reports state vs Fed give differing numbers of employees. And both are wrong?

When you go to print the 941 Form, there are settings that you must fill in before printing. Among them are, the quarter to print, the Number of Employees on a specific date (it will show the specific date) and if you made no payments for the quarter as well.

It is up to you to provide that number before printing.
