940 tax - credit reduction for the State of California

I cannot find where to set up or how to account for this surcharge. Does the program allow for this ridiculous surcharge in the state of California. Thank you

It is a yearly payment and the report is under Yearly Reports and on the 940 Form Tab and is the Button that reads as "Open 940A".
