Installation error: Unable to execute file in the temporary directory

When running paywinsetup.com, it almost immediately gives the following error message:

Unable to execute file in the temporary directory. Setup aborted.
Error 5: Access is denied.

Error 5 tells us that you cannot replace a file that is open and locked by Windows, you need to have PayWindow closed when the Setup Program starts.
