where would I find Personal Income Tax withheld at? Specifically for DE 9C from for California.

Since that is a State Form, I'm guessing that "PIT" Personal Income Tax is "SIT" for State Income Tax. See this page in the help file that shows the two reports that show all taxes for individual employees and then totals for the company and should be printed each pay date and saved for at least 4 years:
