943 line 11 does not match 943 line 17M ?

I have a database where the 943 report line 11 does not match the 943 report line 17M. The employer totals report Employer Federal Liabilities does match the 943 report line 11. The line 17M total is different due to the month of April (line 17D) which does not match the employer totals report for the month of April.

Any ideas how this might occur?

For now, all I have to do is update the PDF line 17D and 17M with the correct accounts but it would be good to know why this happened.
