Can I restrict the clock in/out times?

I want to set limits on when employees can clock in. If I don't want to allow employees to clock in before 8:00am, how can I set this up? I tried entering the shifts times in "Rounding" but employees could still clock in at anytime.
Also, can I force clock out after a certain time?

On the clock-in rule, set the time to 8AM and the rounding to 240 minutes. If they punch in up to 240 minutes before 8AM, the punch will be 8AM.

On the forcing a clock out, we do not have that ability but we do have two reports under totals that you can review for Incomplete Times (they forgot to punch out). And one for Abnormal Hours where you set a time to report punches over that limit and you can edit their punches in both cases.
