I would like to be able to email all employees through the time clock but I have to select each employee and copy and paste and this takes forever with a larger group. Is there a way to email to all?

Only the administrators can email to all. If set as an administrator, the top choice of the drop list is "To All" and can broadcast a message to everyone.

What else can the admins do? Can you set up department admins. Is there a way to set up admins that can change times for there employees but not others?

No that is an option that *only* affects the ability to send broadcast emails and nothing else. There is no option to have administrators for departments, just the "owner" of the system that can manage everyone for editing, reporting and such.
