I recently got a new computer, installed Z-Pay, and copied in previous activity for 2012. Upon first entering the system, found that there were no local tax tables. I entered local tax tables, but they will not attach to individual payroll when I click "Pay". Please advise.

First make sure that you follow the instructions to move to a new computer. See this FAQ:

Then set up the local tax record using the instructions in this page of the help file:

And attach that new tax record to each employee record as described in this page of the help file:
