I've created a WA company with 1 hourly employee and two departments. I've paid the employee at the end of Jan., Feb. and Mar. assuming she worked 60 hrs. for department #1 and 20 hours for department #2, per month. When I run the tax reports .... the hours report show 240 hours (80 x 3), but the "Hours Subject to W/C emplyee & employer shows 180 hours (60 x 3). The W/C amounts are being calculated correctly based on the 180 hours.
Thanks for your help.

I'm guessing that you used the Company Override for the WC tax and have it set to use a percent and not calculate by hours. If you have it correct, you would not get a percentage in that report, it would just display a zero and the dollar amount.
By the way, that is not the report to use for your tax liabilities, the report you want is the Employer Totals Report under Period Reports. See this page in the help file:

I did use the Company Override for the W/C tax and it's set to use hours, NOT %. The Employer Totals Report (attached) is using 180 hours for department #1 hours, also.

This is not getting us anywhere, I really need to see your database. Send a backup of the company database per the instructions in this FAQ and reference this message thread:
