I'm a bit confused here...

Just updated to 9.0.30 version of Paywindow.

when I check for updates, it says:

TAX TABLES REQUIRE PayWindow 9.0.4 or newer installed.

How do I update to 9.0.4?

the Update Program button is grayed out.

The key word in "TAX TABLES REQUIRE PayWindow 9.0.4 or newer installed." is "newer". 9.0.30 is newer than 9.0.4. You are current with both the tax tables and software.
