Problem with 941 report

Just updated payroll and ran new 941 report. Line 13 should be the sum of lines 11 and 12a. It is not. It prints zero leaving a balance due of the total tax amount on line 14.

The developer did that because a user who didn't pay their taxes complained. I just asked to have it put back as we've always "expected" our users to pay their taxes before reporting.

Thanks for pointing that out as I didn't notice it when testing yesterday. It will be back to normal in 9.0.31.
