How do I set this tax up? It is paid by employer based on wages.

If it is an Employer tax, you can either just take the Employer Totals report and multiply the taxes for the period by the percentage of that rate to get the number or if your state does not have an SDI tax, set it in the company override to use the SDI tax settings to calculate it.
