2010 paywindow does not install

I am using Windows8 and trying to install 2010 Paywindow. I tried to download and install, but the program just kept running. I then uninstalled the old program and tried a fresh install - still did the same thing. Any advice?

I'm not sure what you are telling me. What is Windows 8? You said you were using Windows and that is not a version of Windows that I've ever heard of.
