I have purchased the 2010 upgrade and have received the unlock code, but still can't unlock program.

This is a problem we experience every December as on December 1st, we release the new year's program.

My guess is that you were using PayWindow 2009 and we sent you the Registration Name and Code for PayWindow 2010.

Look at the email we sent from sales@zpay.com, in the "instructions" below the receipt part, the second paragraph says:

"To use the code below, make sure you have PayWindow 2010 installed. You can download it from our download page at http://zpay.com/download.htm."

That's all you need to do, download and install PayWindow 2010 over what you have and the code will work as expected.
