How would I manually post a check with in increase of the
Fed Withholding amount on a one time basis for a single
employee bonus check?

After calculating the taxes when in pay mode, simply edit the Federal Withholding to reflect the additional amount such as changing 1500.00 to 2500.00 or whatever and press the Tab key to recalculate the net and Save and Close.
