On first quarter 2009 941 form wages and taxes withheld are shown correctly, but tax liabilty report shows zero income, zero taxes for federal and state. How can I correct the problem?

Since PayWindow is date sensitive, my guess is that you did not have the correct date selected or for reports that user periods like 1, 2, 3 and 4, the correct period was not selected.

I'm not sure what report you were looking at but the official tax liabilities report is the Employer Totals report under Period Reports and that is a date sensitive report.
