What exactly is this for???

Does the employer benefit or the employee? I need more information, before I update. Is the update mandatory? What has changed? Tax percentages??? PLEASE ADVISE

You must have been watching the news on TV that last few months? It's a tax break and the following is direct from the IRS:

"The IRS asks that employers begin using these tables in lieu of the applicable previously published tables as soon as possible, but no later than April 1, 2009."

I have been watching TV, but just how much is fact, confuses me. Where do I go to read a little more about this package. IRS site, right?
