Is where any way to setup child support as minimum of 50% and fixed amount?

For example, I want to deduct $100 per pay period from disposable income but not more than 50%. So, if after tax amount is $250, then $100 is deducted. But if that amount is $170, then only $85 is deducted.

No, you would need to monitor that each pay day and adjust if the employee's pay is not enough for the deduction.
