I have not done the end of year for 2007. Is it safe to do it now and do I have to do it? Can I not just keep the 2007 data as well as the 2008 data?

No, you can only perform the End of Year routine BEFORE starting a new year. It deletes ALL payroll transactions and deletes ALL employees marked as Unemployed.
